Caracas Infrastructure Projects Advance While Other Venezuelan Cities See Little New Work
Construction and rail initiatives concentrate in the capital as the city maintains its lead in investment appeal within Venezuela.

Caracas stands out with more than 70 real estate projects underway, the only Venezuelan city recording new residential and office construction. The activity clusters in the Las Mercedes neighborhood, where 73 projects are active, alongside developments in Chacao.
Construction and office space expansion
Premium office space in Chacao and Las Mercedes is set to increase by nearly 50 percent by the end of 2027. Rental and purchase costs in local currency have risen by a factor of 15 over two years. These projects form the core of current infrastructure handling in the capital.
Rail and complex revitalization efforts
Venezuela secured a US$200 million grant from the CAF for the Caracas-Tuy Medio Rail Project. Digital infrastructure and cybersecurity steps
Private providers Thundernet, NetUno, Inter and Fibex supply 100-300 Mbps fiber service, while state-owned CANTV continues with ADSL in many areas. A submarine cable rupture in 2026 cut service capacity by about 50 percent. The National Cybersecurity Council was established in August 2024 through Decree No. 4,975 to protect digital systems.
Caracas ranks as the most attractive city for investment in Venezuela on Conapri’s index, reflecting its market size, infrastructure and human resources. A 20-year cooperation plan with Iran includes a petrochemical deal aimed at raising bilateral trade to a target of $20 billion. Separate talks seek up to $9 billion in commitments from China for resource output.
