Caracas Secures Funding for Major Infrastructure Projects and Tunnel Works
A look at how grants, tunnel works and community plans have shaped the city's current infrastructure efforts.
How we reported this

The Caracas-Tuy Medio Rail Project secured a US$200 million grant from CAF for Stages I and II, bringing the bank's total participation to US$360 million. This funding arrives amid ongoing work on multiple transport and utility schemes that trace their origins to earlier commitments and plans.
Rail and Metro Connections
Metro Caracas Line 3 runs 6.8 km of underground tunnels between Plaza Venezuela and El Valle, with five stations completed using a 6.2m diameter EPB TBM bore. The line links the northern and southern parts of the city through this established route. The newer Caracas-Tuy Medio Rail Project builds on similar transport goals, drawing on CAF support that has grown over successive stages.
Road Network Status
The Boyacá Project forms a $1.5 billion road network that includes the Baralt Tunnel, Macayapa Interchange and Tacagua Viaduct across a total length of 10.3 km. Despite $165.5 million committed, the project stands at less than 50% completion. These figures reflect the scale of earlier planning and the pace of delivery to date.
Water and Local Initiatives
Major water infrastructure upgrades have focused on plants such as La Mariposa, Caujarito and La Guairita to address drinking water quality and sanitation. The Territorial Action Plan from the 2024 cycle added 60+ projects covering road repair, lighting and water systems, with benefits directed to over 200,000 people across the city's main communes. These efforts follow patterns of targeted upgrades seen in prior cycles.
Progress on these schemes rests on documented grants and completion rates rather than new announcements. Future stages will depend on continued allocation of resources already identified in existing plans.
