Caracas Council Completes 46 Projects, Launches 2024 Territorial Plan
The Permanent Commission on Venezuelan Living Infrastructure and Urbanism reports progress on zoning and infrastructure work across multiple parishes in the Bolivarian Libertador municipality.

More than 200,000 residents across Caracas stand to gain from the fourth cycle of the Territorial Action Plan now underway through the Caracas City Council. The plan targets repairs and upgrades in the main communes, building directly on work completed last year.
How the plan took shape
The current cycle follows three rounds of projects carried out in 2023. Those earlier efforts reached more than 80,000 families in over 11 parishes after residents took part in a popular consultation that drew more than 18,000 participants. Council teams coordinated with municipal councils and local communes to select the sites, then moved forward with support from national and city authorities.
Work in 2023 included waterproofing, road repairs, lighting upgrades, facade improvements and fixes to medical offices and drinking water systems. Eleven mini courts were restored in eight parishes, murals were painted in high-visibility spots, and 134 families received construction materials and technical help for home repairs. The pattern of consultation and targeted fixes set the template now being applied at larger scale in 2024.
Zoning work and new rules
Alongside physical projects, the commission has advanced special zoning plans in several parishes. In El Paraíso the effort has reached 80 percent completion, while zoning updates in Santa Mónica within San Pedro stand at 60 percent. Teams from the Directorate of Urban Planning and the Directorate of Urban Control are also active in La Florida in El Recreo. These reviews respond to recent changes in how land is used and aim to keep regulations current.
Four draft ordinances are nearing approval. They cover architecture, urban planning and general construction standards, plus rules for earthquake-resistant buildings that align with updated national guidelines. A reform to the Fruto Vivas Award would extend recognition to master builders and masons from neighborhoods, and another measure would regulate temporary use of public and private spaces for agri-food markets and food trucks, directing contributions toward schools and vulnerable households through communal structures.
