Caracas Secures New Infrastructure Funding for Rail, Roads, Water Systems
New CAF allocations add to long-running efforts on rail, roads and water systems that include both advances and stalled segments.

Rail and Road Commitments

The allocations arrive against a backdrop of multiple road schemes that have advanced unevenly since their approval.
Boyacá Project Status
The Boyacá Project, budgeted at $1.5 billion by Transparencia Venezuela, aims to build 10.3 km of new roads including the Baralt Tunnel, Macayapa Interchange and Tacagua Viaduct. Less than half of the work is completed despite $165.5 million committed. These named segments remain among the unfinished infrastructure listed for the Metropolitan Area of Caracas.
Water Plant Upgrades and Territorial Plan
Water infrastructure upgrades in Caracas include overhaul of La Mariposa, Caujarito and La Guairita plants with IADB and CAF resources, focusing on sediment removal equipment installed starting in 2016. Over 200,000 people in Caracas are expected to benefit from the 2024 Territorial Action Plan, which includes more than 60 projects such as waterproofing, road repair, lighting and drinking water system improvements. Major unfinished infrastructure in the Metropolitan Area of Caracas includes the 32.5 km Autopista Circunvalación Sur-Caracas, Túnel Caricuao-La Rinconada, Cabletrén Bolivariano de Petare and Metrocable Mariche/La Dolorita.
Authorities continue to manage the mix of new disbursements and legacy projects that have seen varying completion rates. Residents and planners track progress through the listed initiatives and the Territorial Action Plan measures already under way.
