Origins of Larger Transport Plans

Background on several road and rail schemes reveals ambitious targets set years earlier that have encountered repeated delays. The Boyacá Project, planned as a US$1.5 billion effort to construct 10.3 km of new roads including the Baralt Tunnel and Tacagua Viaduct, reached less than half completion as of 2025. Multiple other works in the Metropolitan Area of Caracas appear on lists of obras inconclusas, among them the 32.5 km Autopista Circunvalación Sur, the Cabletrén Bolivariano de Petare, and the rehabilitation of Metro Line 1.

Water Plant Overhauls and Smaller-Scale Efforts

Water infrastructure upgrades have centred on the La Mariposa, Caujarito, and La Guairita treatment plants, drawing resources from the IADB and CAF. At the same time the 2024 Territorial Action Plan from the Caracas City Council has moved forward with over 60 smaller projects covering road repair, lighting and water systems, reaching more than 200,000 residents across the city's main communes.
